Policy and Campus Crime Statistics Act
In accordance with the Cleary Act this report presents crime statistics and
specific safety policies for Lyon College for the year ending August 1, 2007

The above statistics include reported incidents from local authorities involving
members of the campus community, all off campus College owned property, and
incidents that occurred at College functions held at off campus locations. The
statistics include all arrests and referrals for disciplinary action regardless
of the outcome of any trial, hearing, or judicial proceeding.
2. In addition, the Cleary Act requires Lyon College to report annually on the
following campus safety policy issues.
A. Crime Report Procedures.
To report an incident on campus call Campus Safety at ext. 7233. The Emergency
number for local law enforcement agencies, from an on campus phone, is #911.
Campus Safety or local law enforcement should be contacted immediately upon
observing any suspicious activity or witnessing a crime. The Campus Safety
Officer on duty will respond to specific incidents as outlined in the Campus
Safety Policy manual.
The Campus Safety Office will make timely reports to the College community
concerning any crimes that are considered an inherent danger to the community.
These reports will be made via special publications or group meetings.
B. Security of and Access to Campus Facilities.
Residence halls are secured at approximately 12:00 a.m. nightly and 24 hours a
day on weekends. Administration and classroom buildings are secured on a
schedule determined by the building managers of each building. After hours
student access to facilities requires the approval of their instructor. The
instructor must notify campus Safety before students are allowed after hours
access to facilities.
C. Current Policies Concerning Campus Law Enforcement.
When at full strength Campus Safety has an officer on duty twenty-four hours a
day, seven days a week. Each officer carries a portable radio/telephone and may
be reached by dialing 7233 on any campus phone, or 307-7233 from off campus
phones.
Campus Safety Officers are the first line of response to emergency situations on
campus. Campus Safety personnel are not commissioned law enforcement officers
and do not have the power to arrest. In the event that an incident is beyond the
capabilities of the Campus Safety officer, local authorities will be notified
for assistance.
State and local police agencies have jurisdiction on the Lyon College Campus.
Local police will be called to investigate criminal activity, or to assist in
any situation in which the Campus Safety officer feels a threat to the campus
community exists. Local law enforcement agencies provide, on request,
information on crimes involving members of the College community or that may
affect Lyon College
D. Programs for Prevention of Campus Crime
The Director of Campus Safety conducts informational classes with Resident Life
Staff members at the beginning of each year. These classes include information
on how to report crimes, crime prevention techniques, and availability of Campus
Safety personnel for on campus escort, and other safety related issues.
Security matters are disseminated to students through periodic meetings between
the Director of Campus Safety and Director of Residence Life. Special
newsletters identify threats to campus security are published as needed to keep
the campus informed. A quarterly newsletter published by the Campus Safety
Office provides additional information on security issues, as well as tips for
safer community.
E. Alcohol and Drug Abuse Prevention.
Every new student is required to attend a 2-½ hour presentation at the beginning
of the school year. Information on drug and alcohol abuse, prevention of
sexually transmitted diseases, safety issues, health issue and eating disorders
are part of the program.
Promoting Overall Wellness (POW) is a student led organization designed to
assist other students in promoting overall well being. Part of their program
includes prevention of alcohol and drug abuse.
F. Programs for the Prevention of Sex Offenses.
As part of the new student orientation, all students are required to attend the
“Let’s Talk About Relationships” session. This is an hour-long session that
addresses prevention of sex offenses along with a variety of other issues.
G. Drug Free Policy Statement.
It is the objective of Lyon College to provide a drug-free environment. The
unlawful manufacture, distribution, dispensing, possession, or use of a
controlled substance on College property or while participation in or attending
an event or function sponsored by the College or by a recognized College
organization, is prohibited. Violations of this policy will result in
disciplinary action up to and including expulsion from the College and may have
legal consequences. **
H. Alcohol Policy.
The Alcohol Policy respects the alcoholic beverage laws of the State of Arkansas
and Independence County and grants students of legal age the privileges of
possession and drinking alcohol on campus. In exchange for these privileges, the
policy charges students with two tasks:
1. Students are to engage themselves and new members of the student body in a
serious discussion of alcohol that promotes abstinence from alcohol, or
responsible use, and that disseminates and explains to the student body the
state, local, and campus regulations governing the consumption of alcohol.
2. The policy charges students with the administration and enforcement of it’s
provisions, including oversight and design of guidelines and procedures to
deal with infractions. **

J. Actions in the Event of a Sexual Assault.
In the event that a sexual assault occurs the incident should be reported to
Campus Safety, Dean of Students, or the Director of Counseling Services. These
offices will assist victims of sexual assault and will help coordinate
notification of the proper police authorities.
Medical assistance is available through the Director of Health and Wellness
Services and the White River Medical Center. On campus counseling for victims of
sexual assault is available through the Director of counseling Services or the
Director of Health and Wellness services. Off campus counseling is available at
the Sexual Assault Intervention Lifeline, at 698-0006 (days) or 1-800-894-8821
(after hours). On request, Campus counseling services will assist in
coordinating services through the Rape Treatment Center.
Any Campus disciplinary action for sexual assault is handled through the Social
Council. It is necessary for a charge of sexual assault to be filed on campus in
order for campus disciplinary actions to be taken. Actions that can be taken by
the council include restitution, reprimand, probation, temporary suspension,
recommended withdrawal from school, suspension, or expulsion. In instances in
which the student is judged to be a danger to the College community the Dean of
Students may summarily suspend the student and require their departure from
campus.
K. Monitoring of off Campus Events and Organizations.
Currently all Lyon College housing is on campus property. Student organizations
have no facilities that are outside the campus boundaries.
Any criminal activity at Lyon College events held off campus is reported to the
Campus Safety Office by local law enforcement agencies.
L. Access to information concerning registered sex offenders.
The Independence County Sheriffs’ office is the point of contact for information
concerning registered sex offenders in the Batesville/Independence County area.
M. Information on Criminal Activity of Interest to the Campus, but not
Reportable Under the Requirements of the Student Right to Know and Campus
Security Act.
Only one person reported their vehicle was broken into during the school year.
This resulted in the loss of the CD player and other electronic equipment in the
vehicle.
There were four reports of small amounts of money and other items taken from unlocked residence hall rooms.
Additionally several audio/visual support items were removed from the
Derby Center, one laptop computer was stolen from an instructors office and
several hard drives were stolen from school computers.
